McCOOK, Neb. — The McCook City Council approved several development-related items Monday night, including a new arboretum partnership in Kelley Park, steps tied to future grant eligibility, and updates on the airport fixed-base operator selection process.

One of the more visible community items approved was a request from McCook Rotary to establish an arboretum in Kelley Park. Rotary representatives said the goal is to create a collection of identified tree species affiliated with the statewide arboretum network, now known as Plant Nebraska.

Supporters said the project could serve as both a community amenity and educational resource, while also giving residents and visitors a place to learn about different tree species suited for southwest Nebraska.

Council also approved an agreement with the West Central Nebraska Development District to conduct an income survey that could help determine McCook’s eligibility for future Community Development Block Grant funding.

City Manager Nate Schneider called the item “pretty exciting,” noting the city has long been near the qualifying threshold. Officials said McCook currently sits just below the 51% low-to-moderate income benchmark based on 2020 census data.

If successful, the updated survey could help open future funding opportunities for infrastructure and community projects. Officials said the McCook Economic Development Corporation will cover the $7,500 cost.

Council also approved a resolution supporting nomination of an eligible census tract in McCook as an Opportunity Zone. Schneider said the designation could help attract private investment by offering tax advantages for qualifying projects and businesses. He said the proposed area includes portions of east McCook, the industrial park area, and the airport.

The council also moved forward with a pre-application related to State Revolving Fund assistance connected to lead service line replacement efforts.

During updates, city officials said progress continues at the youth sports complex, with turf work expected to begin soon and street work nearing completion in some areas.

At McCook Ben Nelson Regional Airport, officials said three proposals were received for fixed-base operator services. City leaders said interviews have been completed and a recommendation is expected soon, with hopes of having operations in place before the next budget cycle.

Additional announcements included installation of fuel tanks at the airport and plans for a new playground project at Barnett Park.

Council also approved proclamations recognizing Arbor Day and National Library Week.
